Adding Social Value Through Hard FM
GRAHAM Group has been appointed as single-point hard FM services provider to the Place Partnership and will returns ‘social value’ to communities in six local authority areas in the West Midlands under a novel service delivery model.
The four-year contract award follows a competitive tender process for the provision of building fabric maintenance and HVAC/related electromechanical repair services.
Place Partnership, which was established by amalgamating the facility and property management activities of six local authorities, operates as a ‘social enterprise’. The government imposes strict caps on the profits public sector organisations can earn from commercial activities, and social enterprises (a particular type of corporate structure in the UK) are required to demonstrate their operations add ‘social value by delivering financial, community or environmental improvements.
Under the terms of the agreement, GRAHAM has additionally committed to providing some £7 million of social value as a result of engagement with the local workforce and supply chain.
Announcing the contract award, Andrew Pollard, Place Partnership managing director, said:
