Org. Setting and Reporting
This position is located in the Property Management Unit (PMU), Global Asset Management Policy Service (GAMPS) of the Field Operations Finance Division (FOFD) within the Office of Programme Planning, Finance and Budget (OPPFB) in the Department of Management Strategy, Policy and Compliance (DMSPC) in New York.
The Global Asset Management Policy Service, FOFD provides strategic guidance with respect to global property management and real estate services, including oversight of major construction projects and long-term capital planning as reflected in the strategic capital review. It provides expert advice and guidance on property management and reviews financial data for compliance with IPSAS and the property management framework. The Service is further responsible for operationalizing a property management system that is fully compliant with IPSAS, the Financial Regulations and Rules, as well as the Delegation of Authority for property management.
The objective of the Property Management Unit is to enable effective and efficient management of United Nations property, to promulgate and continuously enhance the performance management framework, to provide global oversight through performance monitoring and reporting, to guide entities for improving data quality on assets and achieve IPSAS-compliant recording and reporting on Property, Plant and Equipment (PP&E) and Inventory.
Under the overall supervision of Chief of Global Asset Management Policy Service, the incumbent reports to the Chief of Unit, Property Management.
The incumbent is responsible for:
•Provide advice to the Chief of Unit and client entities on matters relating to the policy and procedures governing the management of the United Nations Property during its life cycle, from Goods Receipt through disposal. Assist with the timely monitoring of the integrity of the United Nations property records in all Secretariat entities, including, master data management, inventory accuracy and data reliability.
•As a subject matter expert of ERP projects, provide advice on end-user requirements to the developers of the asset management and inventory control system. Assist with the coordination of reporting to the legislative bodies on matters relating to property management records, particularly financial reporting on assets under IPSAS and responses to queries from oversight bodies.
•Assist with the analysis and monitoring of the effectiveness and execution of asset control procedures in the client entities to ensure compliance with the Financial Regulations and Rules of the United Nations, with the Delegation of Authority for property management and accountability, the applicable manuals and relevant directives and guidelines. Identify and recommend solutions to problematic areas of the asset control process.
•Assist with tasks relating to property management staffing including in client entities, drafting vacancy announcements. Contribute to the proper execution of functions carried out within the Unit and assist with development of work plans and supervision of support staff, as required. Contribute to the overall functioning of the Unit.
•Provide expert advice on operationalization and stabilization of materials management business processes in Umoja environment. Collaborate with the Umoja Project teams regarding the redesign and adoption of new business processes for property management and the implementation of common approach for property management and its financial reporting reflecting the integration of processes in Umoja;
•Support the development and review process of the Property Management Manual and other policy documents, coordinate with client entities, consolidate comments and recommendations, collaborate with Department of Operational Support (DOS) to ensure that business processes and requirements are incorporated;
•Perform other duties as required.

Advanced university degree (master’s degree or equivalent degree) in public or business administration, supply chain management, logistics or other relevant field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in PRINCE2 or other project management methodologies is desirable. Certification in fixed assets management is desirable.
A minimum of 5 years of progressively responsible experience in the field of materials management related support services, logistics, supply chain management or related area is required. Experience in property management performance monitoring and reporting is required. Experience in property management in field operations is desirable. Experience in development and implementation of ERP asset and inventory management solutions is desirable. Experience in IPSAS accounting is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
